Ruth Porat was born on April 22, 1957 in Cheshire, England. She is the daughter of Frieda and Dr. Dan Borat. Her father worked as a research fellow in the physics department at Harvard University. Marc and Naomi Porat are her siblings. Her family moved to Cambridge, Massachusetts when she was a child. The family later moved to Palo Alto.
Porat attended Stanford University after graduating from high school, where she earned a bachelor of arts degree in international relations and economics.
